Contoy is what the coast looked like before the towers: an eight-kilometre sliver of dunes, palms and mangrove lagoons off the peninsula's northeastern tip, protected as a national park since 1998 and famously capped - only around two hundred visitors a day, licensed boats only, no overnight stays. The cap preserves a seabird metropolis: magnificent frigatebirds by the thousand inflate scarlet throats over the lagoons, brown pelicans squadron the shallows, double-crested cormorants crowd the mangrove roots, and boobies, terns and spoonbills rotate through a list topping 150 species, watched from an observation tower and short interpretive trails around the small research station. Tours run a standard, well-ordered day - a snorkel stop at Ixlache reef where the Caribbean meets Gulf currents, a naturalist walk, lunch under the palms and hours of empty-beach idleness on sand that sees no vendors. Sea turtles nest in summer; whale sharks pass offshore in season. It is the region's conscience trip - proof that restraint can be the attraction.
