The Guggenheim Bilbao is the building that taught the world what one museum can do to a city: Frank Gehry's swirling composition of titanium, glass and limestone opened on the Nervion riverbank in 1997, its fish-scale panels catching every change of Basque weather, and the transformation of a post-industrial port into a cultural destination became famous enough to earn its own name - the Bilbao effect. The greeting committee is permanent and beloved: Jeff Koons' Puppy, a floral West Highland terrier taller than the trees, guards the entrance while Louise Bourgeois' giant spider Maman stalks the riverside. Inside, the vast boat-shaped gallery holds Richard Serra's The Matter of Time, walk-in labyrinths of curved weathering steel that disorient magnificently, with rotating international exhibitions filling the upper floors. The architecture is the headline exhibit - circle the outside as thoroughly as the galleries.

Some visits land between blockbuster shows, when the permanent holdings can feel thin for the ticket price - the Serra hall and the building itself still justify the trip. Allow real time outside; the exterior circuit is half the experience. The old town and pintxo bars are a tram ride away and complete the day.
