El Capitolio was built between 1925 and 1929 in white Georgia marble on the neck of land between Old San Juan and the rest of the city, a domed neoclassical building housing the island's legislature. Under the rotunda, mosaics and murals cover the history of Puerto Rico, and the original 1952 constitution is displayed there. Guided tours go through the rotunda and the chambers when the legislature is not sitting.

When to go
Year round; tours run on weekdays and must be booked in advance. Access is restricted when the legislature is in session. Mornings are the usual tour times.
Honest expectations
Tours must be arranged ahead and walk-in access is not possible. Security screening applies and identification is required. Parking on Puerta de Tierra is difficult.
