Oran is Algeria's extrovert: a port city that answered to Spain for three centuries - the Santa Cruz fort still rides its mountain above the bay, chapel beside it, with the panorama that organises every visit - then grew French boulevards, an opera house and waterfront arcades whose faded grandeur now hosts the country's most famous cafe culture. This is the birthplace of rai, the rebel pop that conquered the world's radios, and the city's evenings still run on music and seafront strolling. April to June and September to October for seafront weather; summer is beach-social and hot, winter mild and quiet. The drive or cable route up to Santa Cruz wants a clear day.
